
Board Mission Statement
April 25, 2000
The mission of the Indiana School for the Blind and Visually
Impaired Board is to fulfill
its statutory and public responsibilities to promote excellence in
learning for students with visual disabilities in Indiana through
leadership, advocacy, accountability, and strategic vision and
direction.
To achieve this mission, the ISBVI Board will ensure the continuous
improvement of quality, comprehensive services provided by the Indiana
School for the Blind and Visually Impaired.

Strategic Goals and Objectives
Goal: The ISBVI Board will hold itself and the
ISBVI
administration accountable for the fulfillment of the "ISBVI's
Strategic
Targets 1999-2004" and the "ISBVI 2004: A Five Year Plan."
- Objective: To develop accountability measures
for the successful implementation of these goals.
- Objective: To approve the revision to the "ISBVI
Policies and Procedures Manual."
Measurable Outcomes:
- The ISBVI Board will review information provided by the ISBVI
Superintendent on a quarterly basis that details the ISBVI
administration's fulfillment of the "ISBVI Strategic Targets
1999-2004."
- The ISBVI Board will review and approve revisions to the "ISBVI
Policies and Procedures by October, 2000. This manual will be revised
to include provisions of HEA 1904 (1999), and applicable federal and
state policies.
- The ISBVI Board in 2001 will review on a semiannual basis
suggested
updates and revisions to the "ISBVI Policies and Procedures Manual."
Goal: The ISBVI Board will ensure the highest level
of educational standards and outcomes at ISBVI by holding the ISBVI
administration and staff accountable for the quality of its academic,
residential, and outreach programs.
- Objective: To exercise its statutory
responsibility for the policy and administrative control of ISBVI,
pursuant to IC 20-15-3-9.
- Objective: To appoint the superintendent of
ISBVI
(with the approval of the governor) and determine the salary and
benefits of the superintendent.
- Objective: To ensure that the superintendent
fulfills his or her responsibilities at ISBVI, the ISBVI Board shall
regularly assess and evaluate the superintendent's performance and
management of the school, provide feedback and suggested areas for
improvement.
Measurable Outcomes:
- The ISBVI Board will review and approve the educational
strategies
of ISBVI through measurable criteria of the ISBVI's educational
outcomes.
- The ISBVI Board will determine the salary and benefits of the
ISBVI
Superintendent by July of each year.
- The ISBVI Board will evaluate the superintendent's performance
and
suggest areas for improvement (June and December of each year.)
- The ISBVI Board will implement the provisions of the "Letter of
Agreement with State Personnel" (approved by the ISBVI Board on
3/27/00);
the "MOU with the Indiana Department of Administration for Purchases
Less Than $25,000" (approved by the ISBVI Board on 3/27/00); the "MOU
with the Indiana Department of Administration for Purchases Greater
Than $25,000" (approved by the ISBVI Board on February 21, 2000).
- The ISBVI Board will adopt rules to establish admission criteria
for the ISBVI as provided in IC 20-15-3-10 (4), in accordance with
applicable federal and state laws and rules and in compliance with the
student's Individualized Education Plans (IEP).
Goal: The ISBVI Board will analyze the best
practices
of other schools and their school boards and compare them with programs
and services at ISBVI.
Measurable Outcome:
- On a quarterly basis, the ISBVI Board will review and provide
input
on information provided by the ISBVI Superintendent that benchmarks
selected departments and programs at ISBVI with other comparable
departments and programs.
Goal: The ISBVI Board will work in partnership with
the ISBVI administration and staff, ISBVI stakeholders, the Indiana
Department of Education, and local school corporations to increase the
positive public awareness of ISBVI, and of persons with visual
disabilities.
Measurable Outcomes:
- Before October of each year, the ISBVI Board will prepare and
submit to the Indiana Department of Education and the Governor an
annual plan that outlines the provision of special education programs
and services for students at ISBVI, and other programs provided by or
through ISBVI.
- The ISBVI Board will continuously seek input from ISBVI
stakeholders,
parents, students, and others regarding programs and services provided
at ISBVI.
- By November of 2000, the ISBVI Board will establish guidelines
for
the superintendent for the advocacy of ISBVI.
Goal: The ISBVI Board will review and approve the
ISBVI's Biennial Budget in compliance with IC 20-15-4-3(a).
Measurable Outcomes:
- The ISBVI Board will approve the biennial budget according to the
budget process timeline.
- The ISBVI Board will review, on a monthly basis, the ISBVI budget
updates (Report of Expenditures and Revenues.)
- On an annual basis, the ISBVI Board will prescribe, subject to
the
approval of the State Personnel Department and the State Budget Agency,
a salary schedule for the school using a daily rate of pay for each
teacher which must be equal to that of the largest school corporation
in the county in which ISBVI is located; and the ISBVI Board will
prescribe
the terms of the annual contract awarded to licensed teachers
qualifying for payment under the salary schedule, pursuant to IC
20-15-4-3(a)(b)(c).
- Before November, 2000, the ISBVI Board will develop policies for
the receipt and use of gift and legacies to ISBVI.
- On an ongoing basis, the ISBVI Board will oversee the development
and approve the implementation of a Five Year Capital Master Plan for
ISBVI.
Goal: The ISBVI Board will work in partnership with
the ISD Board to identify areas of collaboration, efficiencies in the
administration of ISBVI and ISD, and other best practices.
Measurable Outcomes:
- The ISBVI Board and ISBVI Board will hold joint meetings as
needed to
address issues of mutual interest.
- The ISBVI Board and the ISD Board shall review on a semiannual
basis (April and September) information provided by the ISBVI and ISD
Superintendents to identify areas for collaboration and areas for cost
savings between ISBVI and ISD.
