I. Call to Order

Ms. Amond called the meeting to order and took = roll.

II. Approval of Minutes

The minutes from the August 20, 2007 meeting were reviewed. Mr. Bates moved for approval of the minutes as distributed. Mr. Koors seconded the motion; motion carried.

III. Chair Remarks

Ms. Amond welcomed everyon= e to the ISBVI Board meeting.

IV. Superintendent’s Report

A. Special Recognition

Mr. Durst congratulated t= he ISBVI Boys and Girls Track teams for their outstanding performance at Conference October 13, 2007. The BoyR= 17;s team took first place and the Girl’s team took 4^th place overall. There were 11 teams present for the competition. = Ms. Molly Anderson presented the girl’s 4^th place trophy to Mr. Joe Fredwell who accepted the trophy on behalf = of the school. Mr. Alex Gilland presented the 1^st place trophy to = Mr. Joe Fredwell who accepted the trophy on behalf = of the school. This was the boy̵= 7;s team 3^rd consecutive 1^st place win at conference. Michael White was also selected Conference Male Athlete of the Year. Congratulations to Michael and the track teams for a very successful year.

B. School Update

Mr. Durst informed the Bo= ard that the ISBVI MS/HS Choir sang in a concert along with the Capital City Chorus = on September 13, 2007 which benefited the efforts of the Indiana Blind Children’s Foundation. = This event was held in the ISBVI gymnasium.

Staff and students will be traveling to Kentucky for the Junior Olympics on Wednesday, October 17, 2007.

Mrs. Baize’s class = has started therapeutic horseback riding at Agape again this year.

The Foundation Fighting B= lindness held a Vision Walk on Saturday, October 13. There were more than 1,000 people = on campus that day. The Vision W= alk raised more than $50,000.00. = Thank you to Mrs. Reynolds, Maintenance and House Keeping for all the hard work a= nd effort put into the Vision Walk. There was also a team of six ISBVI students who participated in the Vision Walk. They raised $612= .

On October 14, 2007, ISBV= I hosted the annual Brian’s Trike Race. There were 300 – 450 people = in attendance with teams representing staff and students. One of the teams from the Leo Club finished 2^nd in their division; the Maintenance staff finished f= irst in their division; and the Washington Township Lions Club (with Mr. Al Lovati as the a= nchor) finished 1^st in their division.

In September the Leo Club attended the ACBI State Convention in Marion, Indiana. This summer they also attended the Indiana NFB State Convention in Evansville this summer. Mika Baugh was nominated and elected Vice President of Indiana’s NFB Student Divisio= n, and Ashley Ritter (Browns= burg High School and ISB= VI Short Course student) was nominated and elected Secretary.

C. Monthly Financial Statements

Mr. Owens presented the financial statements (Attachments 2A and 2B). Attachment 2A, August 31, 2007, the year was 16.6% over and 12.32% of the Allotment had been spent. Poi= nt one still looks to be in good shape and Point seven covers expenses from Workers Compensation and Unemployment. Theses expenses cannot be controlled. Attachment 2B, September 30, 2007,= the year was 25% over and 19.46% of the Allotment had been spent. Once again, Point one still looks = good, but keep in mind that the month of October will have three pay periods. Point two is right at the 25% spen= t of the Allotmentthe amount spent was 1/10% under the allotment for the year. Attachment 2B, September 30, 2007,= the year was25% over and 19.46% of the Allotment had been spent. Mr. Bates questioned why Point 7 is over, and Mr. Owens explained that Point 7 is over because of all of the worker’s compensation claims that have been filed.

D. Personnel Actions Updates

Attachment 3A is the September Personnel Status Summary with 183 FTE Filled= , 23 FTE Pending totaling 206. Attachment 3B is the October Perso= nnel Status Summary with 179 FTE Filled, 26 FTE Pending totaling 205. Attachment 4A i= s the Personnel Actions for September with three new hires, 1 intermittent to ful= l-time position, 1 re-hire, and one transfer from Dietary to Housekeeping. Attachment 4B is the October Perso= nnel Actions with 4 separations

E. Vacant Positions

Refer to Vacant Positions - Pending (Attachments 5A and 5B). Som= e of these positions are pending and posted.&nb= sp; Some of these are pending and we are holding these positions at this point to see where we are in terms of need and financial resources. Mr. Durst also commented that the = four supervisors in Residential Services will now be titled Residential Leaders. Also, Mrs. Joan Thoben, who h= as been with ISBVI for 31 years will be retiring on Dece= mber 28, 2007.

F. Physical Plant Update

Improve Campus Security: The company has b= een called twice since the first of July as a reminder to finish any punch out items that need to be done.

Tuck Pointing Renovation: Contractor will need to complete the waterproofing on F Building and the tower once the outside temperature becomes more stable and are above freezing.

Re-coring Campus: Waiting for the contractor to furnish the computer software so that we can identify key distribution. Contractor also needs to furnish u= s with additional keys for the last set of lock cores that were installed. (Our original representative from = Best Access Systems has been transferred to another state, and we have been tryi= ng to work these problems out with the new representative.)<= /p>

Fire Alarms: This project has been sent out for bids.

Electrical Grounding: = ; The contractor is currently working in “J” Dormitory.

Churchman Dining Room Skylight: The project is comp= lete.

Replacement of Wrought Iron Fencing: We will be contacting another fencing company. The style of= fence that is in place now cannot be found. Another style which is similar will be placed there.

Resurfacing the Track: This project has been revis= ed due to the cost. Track sur= faces will be sealed and new lines will be painted. A contractor has been hired.<= /o:p>

V. New Business

= A. Donations and Contributions

Attachment 6 includes Donations and Contributions under $499 from August 20, 2007 through September 17, 2007 totaling $529.00. Attachment 7 includes Donations and Contributions over $500 from September 10, 2007 totaling $3,503.15. Mr. Koors moved to accept all donations over $500.&n= bsp; The motion was seconded by Ms. Pittman; motion passed.

B. 1^st R= eading

Attachment 8 is the proposed ISBVI Policy O-08 Food Em= ployee Health Policy. This is a poli= cy that is recommended by the State of Indiana that needs to be in practice at ISBVI.&nbs= p; The questionnaire that is attached to the Policy is HIPA protected.<= span style=3D'mso-spacerun:yes'> Mr. Bates moved to accept Policy O= -08 for the first reading. The mo= tion was seconded by Mr. Koors: motion carried.

Attachment 9 is the proposed ISBVI Policy S-13 Wellness Policy. This is a policy that= the school will put into effect immediately.&n= bsp; This policy encourages staff and students to eat a healthier diet. No foods containing high sugar con= tents (ie: candy, cookies, etc.) will be allowed duri= ng the day as well as no soda pops will be permitted during the school hours. All the vending machines will be s= hut off ½ hour before school begins and will be turned back on ½ = hour after school ends. The Student Center will restrict sales of “junk food” during school hours as well. Ms. Pittman moved to accept Policy= S-13 for the first reading. The mo= tion was seconded by Mr. Bates; motion carried.

C. 2^nd R= eading

Attachment 10 is Policy O-42 Phone and Personal Cell P= hone Use. “Personal” w= as added to the title of the Policy since the first reading which was suggested by M= r. Hill at the last Board Meeting. Mr. Koors moved to approve Policy O-42 with the cha= nge made. The motion was seconded= by Ms. Pittman; motion carried.

D. Secon= dary Principal

Mr. Durst announced to the Board that Mrs. Rosemary Ad= ams resigned from her position of the Secondary Principal. Mr. Jo= seph Fredwell has agreed to be the Inter= im Secondary Principal until the position can be filled. The position is posted, and interv= iews will be on October 26, 2007.

E. Dr. <= st1:PersonName w:st=3D"on">Larry Streeter

Dr. Streeter will be the new Director of Programs pend= ing all background checks. He is currently the Assistant Principal at the North Carolina Scho= ol for the Blind. He is well edu= cated with three master’s degrees as well as a PhD.

F. Strat= egic Plan

Mr. Durst made changes to the Strategic Plan that the = Board had suggested at the previous meeting.&nbs= p; Mr. Bates moved to approve the Strategic Plan with the changes. The motion was seconded by Ms. Pit= tman; motion carried.

G. Hetrick Communications

Mr. Durst explained to the Board the Communication Pla= n from Hetrick Communications. The Indiana Blind Children’s Foundation received a grant from the Nina Mason Pulliam Charitable Trust to implement the Communications Plan. The Indiana Blind Children’s Foundation fully supports the Strategic Plan, the Communications Plan, and the school. Ms. Amond requested the Board to thoroughly read the Communications Plan and send any suggestions or changes to Mr. Durst as soon as possible.
