I. Call to Order


Ms. Amond called the meeting to order at 9:30am= and took roll.

II. Approval of Minutes


The minutes from the January 14, 2008 meeting were reviewed.  Mr. Koors moved for approval of the minutes as distributed.  The motion was seconded by Ms. Botkin; the minutes were approv= ed as submitted.

III. Chair Remarks

 

Ms. Amond welcomed everyon= e to the ISBVI Board meeting.


IV. Superintendent’s Report


A. New Employees

 

Mr. Durst introduced seve= ral new employees to the Board.  They = were Ms. Nancy McKee, Residential Mentor, and Ms. Yolanda McKinney, Residential Mentor.  Mr. John Litt introduced Ms. Taisha Buckley, Housekeeping, to the Board.  Mr. Hal Owens introduced Ms. Michelle Brown, Dietary, and Ms. Barbara Packard, Business Office, to the Board as well.  

 

B.  Schoo= l Update

 

The month of January brou= ght the Young Audience program to campus. For two weeks the students were involved = with story telling, dance, and rhythm activities. The culmination of the program= was the opportunity for the students to showcase what they had learned over the= two weeks. Alex Gillard, Britney Scales, Amanda Rusk, <= st1:address w:st=3D"on">Kyle Street, and Rylie Robinson got in front of the entire school and told their own story. It was= all spearheaded by teacher Linda Fransisco. The wre= stling and cheerleading teams traveled to Wisconsin for the North Central Association of Schools for the Blind conference tournament. The cheerleaders took 4th place as a team and Mika B= augh won 3rd place for her Outstanding Cheerleader performance. The wrestlers with a small contingent placed 7th as a team. All participants represented the school very well.

 

Arevietta Drayton was a fi= nalist for the Abe Lincoln Scholarship and attended a luncheon with Mr. Fredwell and Ms. Durst. The scholarship is for indivi= duals who have overcome hardships and did something positive with their life. Although she did not win, it is an honor just to be nominated. The ISBVI bo= ys and girls goalball teams traveled to Louisville, Kentucky for the NCASB goalball championships. The girls placed 3rd while the boys team did not place. Both teams represented ISBVI = very well. Band and choir are gearing up for their spring performances as a= re the swimming and forensics teams.

 

Aldur/Lambert and Keever are getting ready for spring.  Jungle Joh= n came to visit on February 12th and brought all kinds of great animals.  The kids and teachers got to touch a snake, spider, skunk, and a lot of other interesting animals.  The Delta Gamma's came and delivered valentines = to everyone.  Now we are getting = ready for spring activities and being outside.

 

ISBVI graduation will be Friday, May 23, 2008 at 10:00= am in the ISBVI Auditorium.  The spe= aker will be Mr. Tom Sullivan.  The= re will also be a Senior Banquet the night before graduation, May 22, 2008 at = 6:30 pm.

 

The Spring Concert will be February 29, 2008 for AlDur/Lambert/Keever.  The middle school/high school Spring Concert will be April 18, 2008.  The Piano Recital will = be Friday, May 9, 2008.

 

C. Monthly Financial Statements

Mr. Owens presented the financial statements (Attachments 2A and 2B).  Attachment 2A, January 31, 2008, the year was 583% over.  Point one still looks to be in good shape and Points two, four, and  seven are all over budget.  Point seven covers expenses from Workers Compensation and Unemployme= nt.  Theses expenses cannot be controlled.  Points three and = five are still under budget.  Attac= hment 2B, February 29, 2008, the year was 66.6% over.  Point two will go over the budgeted amount.  This is the utilities= .  Point four included gasoline and o= ther supplies, and will also go over the budgeted amount.  Money will be moved from Point fiv= e into Point four.  Point seven is st= ill in the red.  Money will be moved = from Point one into Point seven.  T= he Budget Agency has assured ISBVI that they will cover the costs of the raise= s as well as insurance.  Mr. Hill questioned if the vacation buyouts will be covered by the contingency.  Mr. Owens stated that the Budget A= gency has assured us that they will.

 

D. Personnel Actions Updates

Attachment 3A is the February Personnel Status Summary with 179 FTE filled,= 27 FTE pending totaling 206.  The= re was also 25 Intermittent filled.  Attachment 3B is the March Personnel Status Summary with 180 FTE fil= led, 26 FTE pending totaling 206. There was also 25 Intermittent filled.  Attachment 4A is the Personnel Act= ions for February with one separation and four new hires.  Attachment 4B is the March Personn= el Actions with three separations, one promotion to Accountant 3 and three new hires.

E. Vacant Positions

Refer to Vacant Positions - Pending (Attachments 5A and 5B).  Man= y of these positions are pending and posted.&nb= sp; Some of these are pending and we are holding these positions at this point to see where we are in terms of need and financial resources.


F. Physical Plant Update (Attachment 6)

Improve Campus Security:  The front gate is now operational.  The project is complete.

 

Re-coring Campus:  The contractor has furnished the computer software so that we can identify key distribution. 


Fire Alarms:  Electric Plus Inc. has received their contract, and will= be setting up a pre-construction meeting where we will establish a schedule for when a= nd where the work will proceed.

 

Electrical Grounding: = ; The contractor is currently finishing small items.

Replacement of Wrought Iron Fencing:  The iron fence is being made by Capital City Iron Works.  They= are starting fabrication this week.  It sho= uld be installed and finished by the end of March.

 

Security Gates in the Tunn= el:  Installation of the fencing is com= plete. Cores and locks have been installed.  Project is complete.

 

Repavi= ng the Bus Pad:  There is no new informat= ion at this time.

 
Wilson = 5:  2 phases:  Phase one - Work is 99% complete. =  Installation of window seals is com= plete and we are waiting for warmer temperatures for exterior concrete block to be wa= ter proofed.  Phase two – JE Mechanical has gone out of business before project was complete.  Sullivan and P= oore Inc. has been hired to complete the project.  Work will start back up within the = next few weeks.

= A. Donations and Contributions

Attachments 7A and 7B includes Donations and Contributions under $499 from January 16, 2008 thorough February 29, 2008.<= span style=3D'mso-spacerun:yes'>  7A totals $554.45 and 7B totals 58= 7.58.  Attachments 8A and 8B includes Don= ations and Contributions over $500 from January 30, 2008 through February 21, 2008= .  8A totals $1.040.00 which is a restricted donation for the EBC Movie Beneficiary.  8B totals $14,752.41 with $12,497.= 20 and $1,500.00 restricted donations and $755.21 unrestricted donations.  Mr. Koors moved to accept all donations over $500.&n= bsp; The motion was seconded by Ms. Pittman; motion carried.

 

B. Indiana Blind Children’s Foundation

 

A proposal has been submitted to the Glick Foundation = for a new building on campus.  The I= ndiana Blind Children’s Foundation is aggressively pursuing this matter.  This proposal addresses Action #4 = in the ISBVI Strategic Plan.

 

C.  New B= us

 

Mr. Durst requested permission from the ISBVI Board to= purchase a new bus for the school.  This matter was brought before the Board at the last meeting, and was approved.<= /p>

 

D.  5% Reduction and Summer School

 

The Governor has asked that all State agencies reduce = their budgets by 5%.  Mr. Durst and = Mr. Owens have met with the State Budget Agency, and ISBVI is complying with the Governor’s request.  Whi= le it is believed the school will be able to fulfill this requirement, unknown expenditures and added expenditures such as salary increases may impact the outcome.

 

The projected cost for Summer School, AYC, and STEP is $152,000.00.  Mr. Koors moved to approve that ISBVI move forward with S= ummer School, AYC, and STEP.  The mo= tion was seconded by Ms. Botkin; motion carried.

 

E.  New M= arquee

 

Mr. Durst explained to the Board that a donation of $100,000.00 has been given to ISBVI to be used toward the purchase of a new marquee.  The Department of Pu= blic Works has designed the new marquee to coincide with the historical images of campus.  Mr. Koors moved to approve the purchase and construction of the new marquee with the money donated.  The motion was seconded by Ms. Pittman; motion carried.
